Telangana Gram Panchayat Elections 2025 Reservation Guidelines: The Telangana government has taken key steps toward conducting the Gram Panchayat Elections 2025. As part of the preparations, the government issued GO No. 46, finalizing reservation guidelines for Sarpanch and ward member posts across the state.

This GO lays out how reservations for SC, ST, and BC communities will be implemented in the upcoming Panchayat elections, keeping the 50% reservation limit in mind.

Key Highlights of GO No. 46

1. Reservation Cap: Maximum 50%

The government clarified that reservations for SC, ST, and BC communities in local body elections cannot exceed 50%, in line with constitutional guidelines.

2. Data Used for Reservation Allocation

Reservations will be determined based on:

SC & ST reservations (Sarpanch posts): 2011 Census

BC reservations (Sarpanch posts): 2024 Caste Census

Ward member reservations for SC, ST, BC:

2024 Social, Economic, Educational, Employment, Political & Caste Survey

3. Reservation Rotation Rules

The Telangana government amended the Panchayat Raj Act, 2018, ensuring rotational implementation of reservations.

The upcoming elections will be treated as the second general elections after the Act.

Reservations must align with the latest rotation, considering which categories received reservations in the 2019 Panchayat elections.

4. Rules for Newly Notified Panchayats

Gram Panchayats notified after the 2019 elections will be considered as first-time general elections.

Any earlier reservations in these Panchayats will not be counted.

Fresh reservations will be applied as per new guidelines.

Dedicated Commission on Reservations

A special commission appointed to study and recommend reservation patterns submitted its report to the government. Based on this, GO No. 46 was issued, ensuring a transparent and data-based reservation system.
